Billy MacCartee

Board Member

Billy began his professional life investigating President Clinton in the Whitewater Investigation with the Department of Justice. During his time at The Office of the Independent Counsel he was awarded the Excellent Service Accommodation from Judge Ken Starr for his excellent service to the United States of America.

At the age of 25, Billy started benecurv in Washington, DC. Today benecurv is a premier national benefits company. Billy served as the sole broker on the Standing Advisory Board (SAB) for the DC Health Benefit Exchange Authority for five years, and helped build the DC Link. He was vice-chair of DC Health Benefit Exchange Employee and Employer Plan Choice Working Group, and the
DC Health Benefit Exchange IT Broker Working Group. During his time as the sole broker on the SAB, he assisted the Authority in its responsibilities to improve the availability and level of health care to the people of the District of Columbia. Billy has given expert testimony about health care, health benefits, and related topics to the DC City Council.

Billy has served on the CareFirst BCBS broker board, The Financial Advisory Board for Playing for Peace, the Advisory Board at the Christian Children’s fund, and the Advisory Board at Columbia Country Club.

Billy is the Founder of benecurv, in Bethesda, MD, sits on the National Broker Board for BenefitMall, one of the largest TPA's in the nation, in New York City, is the Managing Partner at Sun Sands, LLC, in Charleston, SC, and the Managing Partner of DI Venture Partners, LLC, in Charleston, SC. Billy is a minority owner at both BenefitsApp, Inc, in Baltimore, MD, and Zest Vodka, LLC, in Charleston, SC.

He is a popular speaker at industry events, including being the featured Speaker at Payroll Network, Inc. - CPA Event, CBN -Business Owners Network, Congressional Bank - Business Client Event, Minnesota Life Business Owners Gala, Gonzaga College High School, Gettysburg College, and College of Charleston Business University. Billy has been featured in various publications, and appeared on Public television.

Billy is an alumnus of Gonzaga College High School in Washington, D.C. Gettysburg College in Gettysburg, Pennsylvania, and received his Master of Business Administration (MBA) in International Economics from Johns Hopkins University in Baltimore, MD.

He is an avid golfer and is a member at Columbia Country Club and the Daniel Island Country Club. He and his wife Elena have two boys, Shane & Stephen and two dogs, George & Dash.
